Your first cousin, meaning the son of your aunt or uncle (on either side of your family).

I just looked up primo in our dictionary

masculine or feminine noun 2. cousin (pariente)

* primo, -a carnal o hermano -> first cousin
* primo, -a segundo -> second cousin

well maybe the father died. The mother married the father's brother and your primo just became your brother. then mayber he's your primo brother???????

Levirate marriage

A levirate marriage (Hebrew: yibbum) is mandated by Deuteronomy 25:5-6 of the Hebrew Bible and obliges a brother to marry the widow of his childless deceased brother, with the firstborn child being treated as that of the deceased brother, (see also Genesis 38:8) which renders the child the heir of the deceased brother and not the genetic father.

This could be a case of a half brother/half cousin.

There is a case in point described in the Bible story.

Suppose that the brother was already married and had a family. He then takes his brother's widow as his 2nd wife. (Polygamy was allowed then). From the viewpoint of the brother's son, his father and aunt's firstborn child would be both his half brother (common father) and his cousin (the child of his aunt and his uncle according to levirte law).

Of course, all of this is off topic and has absolutely nothing to do with primo hermano.
