In El Pais January 21, 2011 the leader of PP is quoted as saying: Pero la situacion de Espana no esta para bromas ni para "pinganillos". Esta para trabajar en serio.

Yes, it is colloquial. This man is wearing a pinganillo on his ear.

It's an electronical device, but it's not possible to understand your sentence without knowing the context. The pinganillo is a device used in the Spanish Senate for multilingualism reasons.

This is a fairly loose translation but I am guessing it says something to this effect:

and using necessary accents, etc.

Pero la situación de España no está para bromas ni para pinganillos. Está para trabajar en serio.

But Spain's situation is not a joke nor should it be tiptoed around. It needs serious work.

Not a clue, the definition in the dictionary says something that has nothig to do with the sentence, it must be a slang word.
