Need help translating this phrase......Notario unico del circulo de Fonseca.
I interpret it as The only notary of the circle of fonseca. but somehow it does not seem right. please help....thanks.

Your interpretation is correct.
It´s a person in charge of the notary´s office in that jurisdiction (the círculo de Fonseca)
único refers to the fact that is the head of that jurisdiction
