Actually, I guess it means: why?

WE don't use it this way in Spain, but Latin Americans do all the time.

As others have suggested, at least in Colombia, it means what or what do you mean in the context of a response to something that has not been understood.

It is a request for more information, a better explanation, clarification of what you have said.

This question is usually meant to clarify something. Probably a close expression would be How come? or What do you mean?

As everybody said, the cotext would be helpful.

Welcome to the forum. As Heidita said, context makes a difference. Just seeing it by itself I would say something like "thusly", "like thus", or "like this", but that's just a guess without the rest of the sentence.

In your context of a random text, I believe that your friend is asking "why" or "how is that (in the same sense as why)".

Without any context, to me it looks like it might mean "What's it/he/she like?" or something. But I'm no native so I could be way off. Or, maybe, "Like how?"
