I don't think this is the correct interpretation. Pesta's suggestion is much closer to the actual meaning. It does not mean that something is harder to realize than to propose it; rather it means that a promise, or an offer, may be very different from the - Gekkosan, Jan 19, 2011

IMHO it's the same with the following:

which also IMHO means:

It's a long way from saying things, rather than doing them .....or....

there's a big difference between saying something and doing it

I remember this one when I was a kid in my Spanish class back in the early to mid 70's, and it was my second favorite,,,, we had many quotes back then,,,,,This one literally means.....del decho-------from the said word,,,,,,al hecho----- to the doing,,,,,,,,Hay un gran trecho---- there's a big ditch......so form saying your are going to do something to actually doing it,,,,, can be a big task.....

Welcome to the Forum cb. As you become used to the site you will see that there are many handy tools - in this case as Pesta has pointed out - the Phrasebook would have been a great place to find your answer.
