"La consiga" is a spelling mistake.

Here is what is printed in the paper:

decenas de seguidores de Duvalier protestaban fuera del edificio; quemando llantas y coreaban la consiga "arresten a [René] Préval", el actual presidente de Haití.

More correctly, I suggest it should have said:
"decenas de seguidores de Duvalier protestaban fuera del edificio; quemando llantas y coreaban la consigna "arresten a [René] Préval", el actual presidente de Haití.

 

Our SpanishDict dictionary indicates:
chant = feminine noun - 1. consigna (of demonstrators, crowd)

Hi and welcome to the forum.

It's the subjunctive form for the 3rd person singular of the verb conseguir and it's not a noun. smile But apparently here it is. Unfortunately in DRAE there is no such word...
