Is this verb a stem changer in the preterite? e->i?

Have you tried the dictionary? (It normally tells you about irregularities)

Anyway, it is a regular verb, and it is conjugated as "hablar".

If you go the more tab you'll see conjugation. That will talk you to a screen where you can type in a verb and it will show you the conjugations. The irregular tenses are in red. Very helpful.
