Ohhhh... a touch of spanglish! 
"Hello, yes the fishing is not the best this time of year due to the agua fria..."
In spanish it would be:
"Hola, no, la pesca no es lo mejor en esta época del año debido al agua fría".
I am using no at the beginning, because it is a negative statement.
This is what our fishermen in northen México would say. Which is what I would say also.
