What is the difference between the verbs "responder" and "contestar"

Are there certain situations where one would be used over the other or can they both be used equally ?

"Responder" can replace "contestar" in almost all circumstances, except maybe to answer the phone, which is not so common. "Responder" has many other meanings that "contestar" doesn't, like "to respond" with the sense of to react, or to meet, or to perform... There are lots of uses. You'll need a dictionary for a full list.
