tener=to have (tiene, tenga)

(has is third person, singular, present tense in English)

That is has meaning to own, possess, etc.

The English auxiliary verb has used in forming the perfect tenses is the 3rd person, singular, present tense of Haber It has different forms depending on mood (ha, haya)

Sorry, I mis-read your question. I thought that you were asking about the English word has and how to translate it to Spanish.)

¿Cuál es el mejor sueño que has tenido?

The Spanish has in your examples is 2nd person, singular, present tense, indicative mood of Haber and means you have. It is serving as an auxiliary verb to form the present perfect tense. (pretérito perfecto compuesto or antepresente)

Learning Spanish by translating word by word is not going to take you anywhere, because words -and specially verbs- change a lot (like mouse and mice in English). Have a look at some proper resources for beginners.
