Acting in advance to deal with an expected difficulty; anticipatory:
- tending to initiate change rather than reacting to events
It means anticipating problems before they arise, and putting solutions in place to avoid the problem, to mitigate its effects, or solve the problem when it manifests itself.
As for the grammar: proactive is just an adjective modifying the noun solutions.
proactive adjetivo
to be proactive -> tomar la iniciativa
