When does one use "sino" as opposed to "sino que"?

Like this: Ashley no es la campeona del fútbol _______ la de ciclismo.

Use sino with negative sentence. = on the other hand, ussually shows a contrast

No me gustan los perros sino los gatos. I don't like dogs but cats.

No nado sino que levanto pesas. (two contrasting verbs) I don't swim but I do lift weights.

You use sino que when there is a conjugated verb that follows it. In your case you would use sino because there is no conjugated verb in the second clause.
