"De donde", from where or where?
When you say "de dondé", as in, "De dondé es esa mujer?" does it mean "Where is the woman from?" or "Where is the woman?" (right now).

It means 'From where is that woman?' i.e. 'Where is that woman from?'.
¿Dónde está esa mujer? Means 'Where is that woman (in this moment in time)?'.
The accent is on the 'o': dónde.
Well, again I think that comes back to the old 'ser' and 'estar' routine. 'Estar', would be used for 'where is this woman right now?', as 'estar' shows a temporary set of characteristics.
