I'm going to say it's the gilbertese word for outsiders or non-natives. It can also be used as a slang word meaning "dimwit".

Hi Cindy, welcome to SpanishDict! You will have to correct your post. What you have written does not make any sense. There are people on this site who are learning English so you have to try to write with proper spelling etc. to help everyone. Are you asking 'what are subjunctives' - look your verb up in the conjugation tool and you will see the subjunctive there.
