I usually see this placard(?) banner(?) when watching wrestling and some detestable wrestler appears... What does that mean?

Basically, its a trite expression that is sometimes used as a put-down. It's similar in meaning to the following:

You stink, you blow, you are the opposite of awesome, you're crap, you're pathetic, you're worthless.

I agree with Izanoni1, but will add that sometimes it can be used amongst friends jokingly and non-offensive. You can usually tell the meaning by context and tone :) - Goldie_Miel, Jan 1, 2011

It's foul language or slang for "you are bad" "you are not liked" "We hate you" It's not an appropriate way to express your dislike. It is offensive to many people cool mad

Just a deprecative saying that has mutated somewhat from its original meaning. Now, it is more figurative, than literal.

Its use could be compared to saying "you stink". That saying commonly has nothing to do with the actual sense of smell, but its origin began with comparisons to things that were actually malodorous. Again, more figurative that literal.

If you look up the word in the dictionary, it says, "chupar." The expression on the poster would be "chupas." There is an unstated but implied direct object in this expression.

It is considered a low class, offensive slur.
