It's probably "Health and Safety" or that's what the English call the way they invoke daft little laws which prevent work being done. Sorry...

However a simple translation (and without available context) would be:
Coordinacion de la Prevención de Riesgos Laborales ...... Coorination of the Prevention of Labour Risks
Técnico en Prevención de Riesgos Laborales ........ Technician in the Prevention of Labour Risks
