It comes from the word "chafar", which means "to wrinkle". These people are hired by dry cleaning companies to sneak into peoples houses and wrinkle up their laundry that was washed without following the laundering instructions on the label. They often moonlight as calcetineros and steal one or two unmatched socks from the dryer.

So is the calcetinero the person who sneaks into the laundry and steals one sock of a pair? - KevinB, Dec 29, 2010

This is pure slang. It comes from the word "chafa", which means "cheap". "chafero" is used to refer to somebody who sells cheap merchandise, cheap stuff.
