I reckon that it's just what it says. The person is an assistant. This link link textshows the Chinese Assistant Minister meeting the Egyptian Assistant to the foreign minister. In diplomatic terms it looks as if they are equal in terms of protocol.

So, while not the actual Foreign Minister both seem to be acting on behalf of the person with the full rank.

(Or, at least, that is what I think it is...I'm not 100% sure...I'm not a Spanish native.)
