What does "bolas" mean in this case?

'por bolas' in this context means 'with the help of colored balls'. You simply take an urn or box, and each person votes by depositing a white or black ball inside it -white to approve, black to reject - and in the end you count them all to figure out the final outcome of the vote.

Ok..what's the context of this sentence?
Ive already done that, but the only thing, which comes out of translator is "which will walk", which seems to me not really going together with the meaning of the other part of the sentence. And Ive red all the dictionary definitions, but cant find the one, that fits. **Im confused..**
