Hi, Norma. Welcome to the forum.

I'm not sure what you are asking for. Do you want the translation of "cooling his heels" in Spanish or do you want to know what the expression means in English?

If it's a Spanish translation that you want, I found these in the dictionary under "heel."

  1. to cool or kick one's heels (familiar) -> quedarse esperando un largo rato (wait)

  2. To cool one’s heels -> (Fam.) Hacer antesala, consumirse, esperar largo tiempo
