In Spain it's a tobacconist. Voy al estanco para comprar cigarillos y unos sellos I'm going to the tobacconist to buy some cigarettes and some stamps.
I think the sense of the word here is something to do with "monopoly and "storehouse". Monopoly because in the Franco era the government controlled it. An estanco is the place to buy things like stamps cigars tobacco and sometimes drink.
You know, some weird stuff can be bought at an 'estanco'. I mean, it really is just a tobacco shop mainly, but for crying out loud, you can buy official, medical health certificates from these places to later be signed by a physician. I know because I had to do this to renew my student residency card. I mean, it blew my mind when I found out I had to get a health certificate from a place that sells stuff that is harmful to your health! Additionally, I also buy my bus card here. So..as one can see, things that have absolutely nothing to do with tobacco can also be bought at these magical places.

As in hermético
It means watertight.
