As a speaker of American English:
I would say "look in the mirror" if I wanted someone to look at the reflection in the mirror. I would only say "look at the mirror" if I wanted someone to look at the mirror itself (as an object), and not the reflection (in it).
Look 'in' the mirror if you wanted to look at your reflection.
Look 'at' the mirror if you're in the shop and want to look at a particular mirror thinking of buying it, rather than looking at your reflection 'in' it.
