I lived in El Paso from 1975-1980 (when in high school) and have never gone back, so I cannot say what it is like now. It is on the border with Ciudad Juárez, which is one of the major centers for drug-related violence in Mexico right now-I am not sure how much that is spilling over to the US side. It was not a terribly well off city, and I do not like the Chihuahua desert landscape so I never found it pretty. It is incredibly hot, but dry, in the summer, it gets cold enough to snow in the winter, but only does so when there is enough moisture. I frequently jokingly refer to it as the "armpit" of Texas (based on its location on a map), but no one familiar with it has ever argued. There is a little emotional overlay on my part, as that is where my parents got divorced, so maybe someone else who has been there can give a more positive outlook.
My boss goes there all the time, he told me just today how great it is, says he's gonna take me with him next trip. Beautiful people, great food. Some car wash place that has the best mexican food around (no joke) I can't wait.
The company I used to work for had an electronics assembly plant there years ago. The motel we stayed at had razor wire around the compound and armed guards. Nowadays we go through El Paso traveling back and forth to horse shows quite a bit. We try not to stop. A friend had his truck stolen out of his motel parking lot a couple of years ago. That's the extent of my experience with El Paso.
Help your sister to do a Google or Bing search. There will be lots of information there.
