i need to know what the work PAD means when is used for a Construction

It commonly refers to concrete slabs (reinforced or not) that protect whatever is beneath it. A floor slab would protect the earth, stone, pilings, drains, etc. foundation beneath it by spreading the load over a greater area, etc.
A landing pad would be similar. Without an asphalt or concrete pad above the earth, the site would become rutted, muddy, etc. A launch pad serves to protect the foundation so that it can be reused over and over.
In broad terms it's a sort of buffer zone similar to padding the shoulder area of a hunting coat to prevent recoil damage. In construction, however, it is usually a concrete, asphalt, stone structure,
a "work pad" might refer to a platform built just to provide access to the work. So might something as different as a "mud mat", a low strength sand/cement layer poured over a soft or irregular shaped foundation to provide both a leveling course and access to the work. (so you don't track mud all over your rebar in the slab poured upon the mat.
Whatever the specifics, a pad is usually extra material used to protect something else from damage. (Working off falsework would allow you to access the work without having to prematurely load or damge the actual work, etc.)

I haven't seen those words together like that but here in NZ concrete pad means = plataforma de hormigón.
I wonder if that's what you're talking about here?
