Spanish has a way of expressing this. I think that it is "el señor Fulano" or something similar.
Either don fulano or don fulano de tal are acceptable. Margaretbl has it right.

You could use Fulano o Fulano y Mengano.What's-his-name, What's-her-name. Observación,The noun mengano is only used after the word fulano to designate a person whose name is not known.
