(Estoy) encantada = I [a woman] am delighted -> Please to meet you.
(Estoy) encantado = I [a man] am delighted -> Please to meet you.
It has nothing to do with the other person.
You are saying that you are encantada. (Estoy encantada) female
I would be encantado. (Estoy encantado) male
The adjective in this case is modifying the person doing the talking.
You are the one being pleased (enchanted)- so as a female, you would use "encantada"
If you wanted to use the whole phrase:
Encantada de conocerlo-- when you say it to a man
Encantada de conocerla-- when you say it to a woman
But I would guess that the whole phrase is not used much.
Whether you use "Encantado" or "Encantada" depends on your gender.
I am a woman so I would say "(estoy) Encantada" when meeting either a man or woman.
A very lose translation is "I am charmed/enchanted to meet you."
It's always encantada since you're a girl. It reflects the person talking, not the person to whom you're talking.
