Could you help me translate "Según él, para decidir el tema..." ?

Question

Please help me translate this phrase. The paragraph is about painting a mural at a high school and I am thoroughly confused on translating this:

"Según él, para decidir el tema uno tiene que imaginar que està " -from En Espanol 2

My guess is "in accordance with him, for deciding the topic one has to imagine what to be." That may of may not be correct, but please help me to understand this sentence. Muchas gracias!

According to him (your teacher?) in order to decide upon the theme (topic/subject) you have to imagine that he is there (at home)

(uno) tiene que Literally it says one has to .imagine .. but apart from very posh people most people in England would translate it as you have to...
