"Camino Cortado" seen on a red road sign in Chile at the end of a sand road which was badly damaged in places - does this translate as "short cut" or "road damaged" ?

In this context, it probably means "road cut".

camino - road, path, lane, way cortado - (in this context) short, interrupted, broke

for me, camino cortado means road closed, it´s damaged and you have to take a detour.

I thought road cut was a way excavated in the rocks, or the side of a mountain

Atajo is the word I usually see for shortcut. However, cortar camino and camino corto are also in our dictionary.
