Hi and welcome to the forum.
I have Windows XP too and I followed the instructions in this reference article to add the Spanish keyboard.

Go to the control panel. Click on regional and language options Click on the Languages tab Click on Details Click on Spanish Traditional Sort
you will be able to toggle (switch back and forth) between english and spanish keyboard formats on your desktop
