When would this be used to mean 'he is called' and why would the 'le' be needed at all.

Here's the full sentence:

En el libro de Daniel se le llama 'el príncipe de la gente'.

Without the le the sentence would say,.. In the Book of Daniel was called the "People's Prince". (passive voice). The le is needed to tell you who in the Book of Daniel was called the People's Prince.

It's similar to se me olvidó where the me tells you who forgot.

Se me olvidó el libro. The book was forgotten by me.
