I am trying to say workers will be encouraged to enter the workforce. is workforce "fuerza de trabajo"?

The literal translation is "mano the obra" but i am not sure that's what you mean because it is a general term used more to describe masons, manufacturers,miners,etc. and it is also very used to say "mano de obra barata" "cheap workforce"

if you say where they really want to enter it would help .

according to context, you can translate that as:

mano de obra,

plantilla,

personal,

trabajadores

población activa.
