How do you say "im sorry but we are not accepting applications at this time."
My friends is a mananger at steak and shake and there is this guy who speaks spanish and not very much english and every day he comes in with an app and says "tan" (here) and she says very nice that we are not accepting them and he says Si esta bein (yes ok) and trys to give it back to her. help me out please

Since you are learning spanish, the word "tan" is truly spelled "ten", from the base word of "tener" = "to have". "Tenga" is the formal/respectful word to say "here". To say "ten" means as if you are talking to your buddy or friend, not even to your mother you're suppose to say "ten", the correct form is, "tenga". You are also misspelling the word "bien". Which in your situation, "Si esta bien" means "yes it's ok".
ANYWAYS, HERE IS MY SUGGESTION... When he says "tenga, ya llene mi aplicacion", which means, "here, I filled out my application", you then say, "OH, DISCULPE PERO YA NO ESTAMOS ACEPTANDO APLICACIONES POR ESTA TEMPORADA. MEJOR TRATE DENTRO DE DOS MESES, UN MES, (...etc.)", which means "oh, I'm sorry, we're not accepting any applications at this moment. It would be better to try in two months, one month, three weeks, one day, (...etc.) whatever you want to tell him thereafter). Then end it by handing him his application, and saying "DE TODOS MODOS, ¡BUENA SUERTE OK! Which means, Anyways, good luck ok!
("temporada" means "time period or season" ...I know I translated "we're not accepting any applications at this moment" that in spanish means "En este momento no estamos aceptando aplicaciones", but it's best to say "temporada" instead of "momento" because if you put "momento" in spanish it means a little while, or for awhile) and you want him to understand that temporada means that you take applications in seasons, in longer periods than how he's coming in).

I don't know about americans, but at least in Spain we don't call job applications 'aplicaciones', but 'solicitudes de trabajo'. So my translation would be: "Lo sentimos, en estos momentos no aceptamos solicitudes de trabajo", or in a less formal way: "Lo siento, pero ahora no estamos contratando gente".
If he comes back everyday, why not just hire him? He seems dedicated.
