Wikipedia has a page (not avbailable in Spanish) that explains a concept known as M-PESA (M for 'mobile' and PESA for money in Swahili language) I suggest that understanding M-PESA is necessary to any knowledge of "e-float". Here is the Wikipedia page ----> M-PESA.

Only after getting a basic understanding of M-PESA should you attempt to understand "e-float". So, if you want to go on to "e-float" here is a paper I found on the internet that makes several references to "e-float". If you open the paper, do a search for the word "float" and read the comments that you find through the use of that search. Here is the page ----> Economics of M-PESA

In a nutshell (gross oversimplification) M-PESA and "e-float" have to do with a system that is a parallel to having a bank account but where that quasi bank account is held by a mobile telephone provider.
