Is 'Estoy cierto' used to mean 'I'm sure'? If so, where is it used? Thanks!

To give the idea of I´m sure (Estoy seguro/a) using cierto, you could say:
Estoy en lo cierto, but this phrase is better translated as ´I´m right´. Also, Estoy en lo correcto.
But estoy cierto is not correct Spanish.
