Renae has the exact translation, "he/she/you want to say."
But that expression also refers to what something means,
Por ejemplo: ¿Que quieres decir? = "What do you mean?"

"Perro quiere decir 'dog'." = Perro means dog.

"quiere decir" = he/she/it or you(formal) wants/want to say
Context would be helpful in determining who "wants to say".
