Someone I have been "seeing" now frequently refers to me as "nene" and "cielo", I understand this is babe and darling. Is this normal spanish friendlyness or a sign that they are moving things forward? What i mean is, do these words mean the same as babe and darling would in english, or are they just friendly ways of greeting someone like "guapo"?

Hi, welcome to the forum. Well I think it depends on the relationship that you have with a person. But it's a little bit more sincere than saying "guapo"...

Some people just say those words but don´t mean them. Just to be polite.

Remember Hispanic people are usually more friendly than other people, but don´t lose your hope. You will see other signs if those words are really an invitation because, as I said, it´s a friendly culture.

It's affectionate but without other indications it doesn't necessarily imply it is angling for a more intimate commitment

Oh there are other indications wink

BUT until now we were just "very good" friends - now these words have started coming in so I was just curious if they had any other meaning!
