The difference is you are using two different verbs, ir (to go) and hacer (to do/make). The 'how' and 'when' depends on what you want to say.

Welcome to the forum. I'm afraid we really need the rest of the sentence to know.

Hoy voy a + infinitive = Today I am going to (do something)
Hoy hago = Today I do/am going to do (literally). It would change depending on what follows hago.
