If you're asking whether you should tutear someone you don't know, I'd say it depends on where you are and the situation. It's always polite to use usted.
If I were in an area where I knew tú was used a lot, and the person I'm meeting is probably a peer, like a new coworker, I'd use tú. In some countries you call your own brother usted. If the new person was the new boss, you'd use usted. When in doubt, just use usted. It can't be taken wrong. If they answer with tú, then continue in that vein.
