I'd say "es"...

Wow, I'm probably going to get corrected, but I would have said es seguro. Is it a characteristic of the place, or a temporary condition? Are you asking if the neighborhood is safe, or if it's safe during some sort of weather anomaly? I'll be curious to see what the experts say.

"ser seguro" - to be safe. "estar seguro" - to be sure/certain.

"Te parece seguro por aquí? " - Do you think it's safe around here? (Does it seem safe to you here?)

This might be wrong but I would say: ¿Es peligroso este lugar? ¿Está peligroso este lugar en la noche?
