how would you translate "gatos" below?

Ahora mismo cuento siete clientes very important people que tienen dos empleados a su disposición, mientras que cuarenta gatos nos tenemos que repartir entre cuatro ventanillas.

The crowd of non-VIPs was called "la gatada," so I'm guessing "gato" here is a slang term for "person"...ordinary people? (as opposed to the VIPs) Thanks!

The normal expression is this:

cuatro gatos.

  1. m. pl. despect. Poca gente y sin importancia.

They just have changed it a bit to suit their purposes.
