it´s when you make someone feel guilty or blame on someone something that has happened or will happen to you in order to obtain some benefit or advantage for it.
You play the victim and the other person surrenders (emotionally) to your will.
For instance (an extreme example), someone decides to break up with his/her partner and s/he threatens to commit suicide if that happens. S/he is not going to commit suicide but the slight possibility constitutes ´an emotional blackmail´ (although that ´s probably a lame translation).
