Are "aparecer" and "figurar" interchangeable?

You can, but only in certain contexts. You can do it when you use aparecer/figurar to say that something comes out as X in a publication, or a database.
eg: "Esta persona aparece/figura como dueña de este coche en el registro"
However when you use 'aparecer' or 'figurar' with other meanings they are not interchangeable:
"Ayer apareció un nuevo periódico" (can't say 'figuró' )
"Me figuro que aún no has hecho nada , ¿no?" (same thing, you can't say 'me aparezco')
