What was edited? I removed the double quote marks around the phrase to make the question header more compatible with MS Explorer. - Moe, Oct 26, 2010

You would not use nublado with "hace" or "hay" as it is an adjective- so you would have to say "El día está nublado" or "hace (hay) nubes" to be grammatically correct. I am not a native speaker so I will defer as to which would be the preferable/more usual way of expressing the idea.

You can omit "el dia" if you like, and will be perfectly clear. - pacofinkler, Feb 7, 2011
¿Hace nubes? I don't think so... - Agora, Feb 7, 2011
This is from October, i was even more of a beginner then. That is why I said I would defer what actually might be used. - Stadt, Feb 7, 2011

está nublado - it´s cloudy

If you say hay nubes, you´re just saying that there are a few clouds, not enough to cover the sky.
