Let's see:

"On time" means at the precise time something was expected to happen, like in "He came on time to the meeting". This is translated in Spanish as "a la hora", "a la hora justa", or if you are talking about a watch "en hora".

Eg: "Vino a la reunión a la hora"

"El reloj está en hora"

"In time" means that something happened some time before it was too late. "He came to the meeting in time". This is translated in Spanish as "a tiempo", if it was a close call, or "con tiempo" if there was a lot of time to spare.

Eg: "Vino a la reunión a tiempo". probably just a few minutes before it started

"Vino a la reunión con tiempo" probably more than 15-20 minutes before it started

"Menos mal que lo cogimos a tiempo, si llegas a venir unos días más tarde hubiese sido demasiado tarde" > "Thank God we got it in time, a few days later and it would have been too late"

"Timely means "oportuno". "En punto" means "o'clock", although you can use it like you said, "on the dot", eg: "Ven a casa a las ocho y media en punto, ni un minuto más tarde"
