Is this like "So what's new?", It seems like the guy said something like "Eh, so what's new.......(nothing)". Uy, Qué pasa de nuevo. Vas o no vas.

hmm... it sounds that way... although I use more commonly... "¿Qué hay de nuevo?"

Yep, exactly. Quite often our response to, "¿Qué pasa?" was, "Nada de nuevo". Another variation on a theme.
