why don't you conjugate the second verb in the sentence "que va a hacer su tarea"

Well for one, that's not a complete sentence. But the reason you don't is because you're saying going TO DO. The "to do" is still in the infinitive form. It's the same in english, I could say, I am going to do, you are going to do, he/she/it is going to do, etc. The "to do" part stays the same.
