It's one way to express the future tense: ir + a + infinitive = to be going to do something

Voy a leer un libro = I am going to read a book
Vas a aprender español = You are going to learn Spanish

You simply need to conjugate the verb "ir" according to the subject of the sentence (yo, el, nosotros, etc.) then add "a" and the infinitive of your choice.

Voy a limpiar./ I am going to clean.

Vas a comer./ You are going to eat.

Van a dormir./ They are going to sleep.

to be more specific it is used to express the simple future tense, saying what is going to happen. you conjugate ir in the present tense add a and the verb you want to use in the infinitive

eg: cantar meaning to sing

          **yo voy a cantar**
