I found this in the RAE:

Bolsillo

rascarse el ~.

  1. loc. verb. coloq. Soltar dinero, gastar, comúnmente de mala gana.

Yes, Marianne is right. It is often used when someone doesn't like to spend money (is a bit stingy)

An example:

Venga, no seas cutre y ráscate el bolsillo haciéndole un buen regalo. Ella se lo merece.
