Es una expresión coloquial. No tengo ejemplo con eso.

rascarse el ~.
- loc. verb. coloq. Soltar dinero, gastar, comúnmente de mala gana.

Yes, Marianne is right. It is often used when someone doesn't like to spend money (is a bit stingy)
An example:
Venga, no seas cutre y ráscate el bolsillo haciéndole un buen regalo. Ella se lo merece.
