I was in Mexico yrs ago and I heard the expression "siempre no" and couldn't figure out what it meant. Anybody know?

"siempre no" implies a change of mind from a previous request. Example: a customer tells a waiter at a restaurant: "siempre no voy a querer postre,". It is also used in an unexpected change of plans. “siempre no vamos a viajar a Europa”. Or when something - playamango, Mar 12, 2016
goes differently than expected: "siempre no se murió el viejito" on the other hand “siempre sí” is the same change of mind but from a negative to a positive. “Siempre sí voy a querer postre” “Siempre sí se vendió la fábrica”. - playamango, Mar 12, 2016

In Mexico, it's somewhat of a slang expression that means, "Thanks, but no."
