That would be rubia for a girl and rubio for a boy.
In Mexico it's güero/a. Also a light skinned person is called that.
It may be useful to note that in some Spanish speaking countries, darker skin/hair is so common that they don't differentiate between a person with blonde hair, which to English speakers means someone with yellow/white hair, and a person with brown hair, which to English speakers would not be considered blonde, when using the word "rubio".
